That's not how the multiplier works. If a skill has a x2 multiplier that means it takes twice as long to learn (every level) as a skill that has a x1 multiplier.

The key word in the skill description is "capacitor". Skills that reduce power grid need to fit the mod will say so. Since that skill said capacitor....it will reduce capacitor drain when you use the mod....but doesn't impact the fitting of it at ...
